It has been nearly three years since the update of the Plan was begun. There have been multiple opportunities for public comment, including the River Board meetings, the FcPc hearing, and two Council hearings. The Frederick County Farm Bureau (with a single abstention) has given unanimous support to the Resolution. At this point in the process, incorporating FcPc’s recommendations – with the minor revisions suggested above – and proceeding with adoption of the Resolution and Plan is the fairest approach to producing a Plan that appropriately balances stewardship of the River with protections of property rights.
